President Volodymyr Zelenskyy presented Ukraine's transformation plan during an official visit to the United States. The plan provides for a number of joint projects with the United States to develop the country, the press service of the Office of the President reported.
Zelenskyy noted that in the 30 years since regaining independence, Ukraine has lost many opportunities, because the politicians constantly put changes off "until tomorrow."
"All these changes are taking place in times of war. Security remains a key challenge for Ukraine. And the complete regaining of the sovereignty and territorial integrity of Ukraine is a key goal."

According to him, now there is no other country that would carry out such systemic reforms in times of armed confrontation with one of the most powerful armies in the world.
Zelenskyy also noted that changes have taken place in Ukraine, namely:
- the anti-corruption architecture is being strengthened;
- corrupt officials are held accountable;
- the land market opened;
- laws are being adopted to support Ukrainian and foreign investors.

According to him, the document—A Greater Justice and Opportunity—Building Prosperous and Resilient Ukraine, defines the view of Ukraine's development for the coming years as a security outpost, a digital, infrastructural and agricultural hub.
The Ukrainian economy transformation plan defines the goals for the development of human capital, ensuring the "green" transformation and energy security of the country.
Such a document is an instrument for developing strategic partnership between Ukraine and the United States in the economy and contains specific joint economic and investment projects. The plan provides for more than 80 projects totaling $277 billion. The projects provide for financing from the state budget, as well as attracting international assistance programs, loans, and investments.
Context. A meeting between Zelenskyy and US President Joe Biden is also scheduled on September 1. Before that, the Presidents did not meet in person, they only had a phone conversation.
Before the conversation that took place on June 7, Biden had wanted to invite his Ukrainian counterpart to Washington, but had changed his mind after the personnel scandal at Naftogaz.
