President Volodymyr Zelenskyy instructed the Ukrainian Commander-in-Chief Valerii Zaluzhnyi to abolish the procedure for people liable for military service to obtain permits to travel between regions of Ukraine.
This was reported by Ukrainska Pravda citing their own sources in the Office of the President of Ukraine.
In particular, during a meeting with military officers, Zelenskyy heard Zaluzhnyi’s report on permissions for people liable for military service to leave their places of residence.
The President pointed out that the subject forming the governmental policy on this matter is the Ministry of Defense, and that it’s the Government that has the authority to limit the constitutional rights of citizens by passing its acts during martial law.
Zelenskyy instructed to abolish the procedure adopted by the General Staff to refine it, while preserving the defensive capacity of the country.
Later on Wednesday, July 6, 2022, the Commander-in-Chief of the AFU Zaluzhnyi said that this matter, which has attained wide publicity, was discussed at today’s meeting of the Headquarters. It was decided to abolish the procedure and to return it for improvement.
Earlier, on July 5, the General Staff of the AFU said that it had developed the Procedure for giving permission to leave the places of residence or location for Ukrainian citizens registered for military service during martial law, because such permissions are mandated by the law.
The Commander-in-Chief of the AFU Zaluzhnyi explained that conscripts and people liable for military service who plan to leave their districts or regions during martial law must obtain permission from the territorial centers of recruitment.
