On July 24, 2023, despite the demands of the State Nuclear Regulatory Inspectorate and the National Nuclear Energy Generating Company "Energoatom", the 4th reactor unit of the temporarily occupied Zaporizhzhya Nuclear Power Plant was transitioned to the hot shutdown mode pursuant to the order of the plant’s illegitimate management. This was reported by the press service of Energoatom.

Quote"Such actions are a gross violation of the requirements of the license for the operation of this nuclear facility. The operation of power unit No. 4 of the ZNPP should now be carried out exclusively in a "cold shutdown" state," the statement says.

Petro Kotin, president of Energoatom, applied to the Prosecutor General's Office of Ukraine to report the illegal actions.

Once again, they violated the requirements of the license for operation issued by the State Nuclear Regulatory Inspectorate of Ukraine, which demanded the transition of all reactor units to the cold shutdown state, as well as the IAEA requirements. This is a deliberate and intentional violation of Ukrainian and international law. Inevitable punishment awaits the Russian invaders," Petro Kotin emphasized.

According to him, by using the strategic facility as a military base and making decisions such as transitioning a reactor to hot shutdown, the occupation administration violates all the nuclear and radiation safety rules of the plant.

Petro Kotin reiterated that since the Russians blew up the Kakhovka dam on June 6 this year and the Kakhovka reservoir effectively ceased to exist, the supply of the Zaporizhzhia NPP with cooling water has been jeopardized. This makes it impossible to operate the plant in power generation mode, and both the Russian occupation administration and Rosatom officials know it. And therefore, there is an undeniable risk to nuclear and radiation safety due to the long-term idleness of the power unit equipment as well as the lack of proper regular maintenance and repair of the equipment.

The president of Energoatom also asked the Ukrainian foreign ministry to urge the IAEA to take action and force the occupation administration of the plant to transition all its power units to cold shutdown, as well as to inform all the IAEA member states with an appropriate note.
