President Volodymyr Zelenskyi enacted the decision of the National Security and Defense Council on the protection and uninterrupted work of critical infrastructure facilities and the energy system under wartime conditions. According to the Office of the President, he signed Order No. 695/2023 on October 17.
The order instructs the Cabinet of Ministers to ensure enhanced protection of critical infrastructure facilities within 10 days.
The government must also increase the number of fire teams from the Armed Forces and the National Guard that ensure air defense of such facilities and create reserves of equipment and spare parts to ensure prompt repair of critical infrastructure in the event of damage.
In addition, the Cabinet of Ministers was given three months to adopt an action plan to restore the critical infrastructure facilities that had been destroyed or damaged.
Earlier, the Minister of Energy, Herman Halushchenko, advised Ukrainians to buy power generators or similar devices to ensure autonomous operation of equipment. However, power engineers will do their best to keep the need for such devices as low as possible.
The National Nuclear Energy Generating Company "Energoatom" has also tested the mobile gas turbine power plant provided by USAID. The plant’s working output capacity is 28 MW.
According to Volodymyr Kudrytskyi, Chairman of the Management Board of the National Power Company Ukrenergo, Ukraine’s energy system has been repaired and is ready to transmit winter volumes of electricity. Power engineers have been repairing power plants throughout the spring and summer.
