Paperless in Ukraine: Zelenskyy signed the law

President Volodymyr Zelenskyy signed a law on digitalization of all public services. The norms of the law will enter into force in three months, the press service of the Office of the President reported.

Electronic services can be provided automatically, without the intervention of an official. Moreover, it will be possible to receive several services under one application.

Within three months, the Cabinet of Ministers must approve an action plan for the transfer of public services in electronic format.

The law introduces new terms:

  • electronic public service;
  • automatic mode of providing electronic public services;
  • integrated package of electronic public service;
  • system of electronic interaction of electronic resources.

Context. On July 16, the Verkhovna Rada adopted all the draft law No. 5495 with 238 votes in favor. The document provides for the complete digitalization of public services in Ukraine, introduces the concept of "electronic public service" and prohibits officials from demanding paper documents from Ukrainians.
