The United States will provide more than $520 million in assistance to Ukraine to strengthen the resilience of its energy system, according to Danylo Hetmantsev, the Chairman of the Parliament Committee on Finance, Tax, and Customs Policy.
The member of parliament said that the assistance would include two parts.
The first part, in the amount of $422 million, will be used to:
- restore the damaged Ukrainian energy infrastructure (including the purchase and installation of main lines autotransformers);
- strengthen the resilience of the power system through increased adequacy and flexibility, primarily to ensure power supply to essential sectors like heating, water, sanitation, transport, telecommunications, and health;
- install distributed gas generation;
- expand the physical integration of Ukrainian energy infrastructure with European gas and electricity distribution networks;
- implement energy sector reforms consistent with the European Union acquis and in accordance with Ukraine’s Energy Community Treaty obligations;
- cooperate in the field of civil nuclear energy;
- protect Ukraine’s most critical energy infrastructure (including physical defense and cyber security).
The second part, in the amount of $100 million, can be provided subject to energy sector reforms:
- approval of the new charter and establishment of the Supervisory Board of the Gas TSO of Ukraine LLC;
- visible progress in the implementation of the SE NNEGC Energoatom corporatization plan;
- improvement of the procedures for submission of information on the trading of wholesale energy products related to the REMIT legislation.
