President Volodymyr Zelenskyy criticized the previous government for the increase in the number of oligarchs and promised equal, transparent and uniform rules for all of Ukraine. He also stressed the importance of the law on oligarchs.

He also noted that the issue of de-oligarchization is very important.
"Among the old politicians it is really difficult to find those who did not promise to combat the oligarchs for the growth of the Ukrainian economy, but at the same time, only the number of fighters against the oligarchs and the number of oligarchs themselves grew every year."

According to Zelenskyy, the reason that previous politicians did not combat the oligarchs is that it is difficult to combat those who had brought them to power and continue to feed them.
He also noted that for the first time in the years of Ukraine's independence, it was his team that cracked down on to end the oligarchs' influence.
Zelenskyy also explained how oligarchs get their interests lobbied in the government.
«The core of this circle is quite simple—the oligarchs accumulate capital—very often illegally—part of this capital is directed to the creation, promotion and further retention of politicians of different levels, officials for the sake of augmentation of that very capital.»

Zelenskyy noted that the oligarchs are using their capital against Ukraine and are trying to influence all levels of government and the media market. He also noted that this government is working to establish clear, transparent, equal and uniform rules for the whole of Ukraine.
In particular, the President noted that state institutions and courts should be independent not only from other branches of government, but also from big business. That is why politicians, the media, civil servants, judges, law enforcement officers, and supervisory boards of state-owned companies must work without the support and influence of oligarchic capital.
"It is not normal to become a big business when you either illegally take something from the state budget or don’t contribute something to the state budget. It is also not normal when big business single-handedly controls certain sectors of the economy and has the upper hand in the country's development," the President added.
According to him, the bill on deoligrahization should become the basis for the regulatory framework that should put in the forefront the protection of the interests of Ukraine and taxpayers.
