The total damage inflicted on Ukraine’s infrastructure by Russian aggression has been estimated at nearly $155 billion as of January 2024. This includes the damage done by the demolition of the Kakhovka Hydroelectric Power Plant dam by the aggressor country on June 6, 2023.

Direct physical damage was assessed by the analytic team of the Kyiv School of Economics (KSE). The Russia Will Pay project implemented by the KSE Institute team conducts the assessment with the Ministry for Communities, Territories, and Infrastructure Development, the Ministry of Health, and the Ministry of Economy in cooperation with other relevant ministries and the National Bank of Ukraine.

Damage to housing tops the list

Direct damage to these facilities is estimated at $58.9 billion. Compared to the report at the end of 2023, this amount has increased by $4.8 billion.

The regions with the most destroyed residential buildings include the Donetsk, Kyiv, Luhansk, Kharkiv, Chernihiv, and Kherson regions.

As of January 2024, 250,000 houses had been destroyed:

  • 222,000 private houses;
  • 27,000 apartment buildings;
  • 526 dormitories.

As of the beginning of 2024, the damage to infrastructure has reached $36.8 billion, and the direct damages to industry and businesses have already reached $13.1 billion.

Destroyed or damaged:

  • 78 small, medium, and large private businesses;
  • 348 state-owned companies.

Direct damages from the destroyed infrastructure stand at:

  • in the energy sector — up to $9 billion;
  • in the agricultural industry — $8.7 billion;
  • in housing and public utilities — $4.5 billion;
  • in healthcare — $3.1 billion

Since the beginning of Russia’s full-scale invasion of Ukraine, the following have been damaged, destroyed, or seized:

  • 160,000 units of agricultural machinery;
  • 16,000 units of public transport;
  • 3,800 educational institutions;
  • 1,800 cultural institutions;
  • 580 administrative buildings of national and local authorities;
  • 426 hospitals;
  • 348 religious institutions;
  • 50 Administrative Service Centers;
  • 48 social centers;
  • 31 boarding schools; and
  • 31 shopping centers and other facilities.

Earlier, the President of Ukraine initiated the creation of the Register of Damages because, after almost two years of war, there has been no effective mechanism for compensation for damages caused to the Ukrainian state, citizens, and businesses by the Russian invaders.

According to the Ministry of Environment, 3,600 crimes against the environment committed by Russia have been reported since its full-scale invasion of Ukraine. Damages were estimated at UAH 2.2 trillion (more than $58.5 billion).
