EBRD asks Zelensky to sort out 'green tariff' problem

The European Bank for Reconstruction and Development (EBRD) has sent a letter to Ukraine's president with a request to solve the problem of so-called "green tariff" payments. Difficulties arose after the court decision, which abolished the tariff for Ukrenergo.

The EBRD asks Vladimir Zelensky to solve the issue of payments for electricity generated by renewable energy sources, says the document, which was obtained by the Kyiv-based Ekonomichna Pravda ezine.

Bank representatives said the decision of the District Administrative Court is a matter of concern for companies in the energy sector, since the newly created "Guaranteed Buyer" may lose resources for working in the legal field in the new electricity market.

Previously, the "Guaranteed Buyer" filed a claim with the Kyiv Economic Court charging that Ukrenergo failed to make an advance payment in the amount of UAH 1.6 billion. The reason is the non-payment by Ukrenergo to the state-owned enterprises for services to increase the share of electricity production from alternative energy sources in the first 20 days of operation of the new energy market.

Context

  • At the end of June, the Kyiv District Administrative Court suspended the resolution establishing tariffs for the transmission of electricity by Ukrenergo for the second half of 2019. With this decision, the court granted the petition of the Nikopol Ferroalloy Plant, which is controlled by the East Pin group of Victor Pinchuk. The latter was created after the restructuring of Interpipe and the so-called Privat group associated with Ihor Kolomoisky.
  • The National Commission has lowered the Ukrenergo tariff by 10% from August 1. However, Nikopol Ferroalloy Plant again filed a lawsuit against the cancellation of the new tariff.
