"There are 65 million of us": Zelenskyy introduces the promised bill on multiple citizenship to the Rada

President Volodymyr Zelenskyy announced the introduction of a bill on multiple citizenship to the Verkhovna Rada. The Head of State said this during an appeal to the MPs. His speech was broadcasted by the TV channel Rada.

"An important component of our international policy is the support of the world Ukrainianness. I know how important the issue of multiple citizenship is for Ukrainians living in the US, Canada, and the EU. Today I am introducing a corresponding bill to the Parliament. There are 65 million of us."

He stressed that thanks to this, Ukrainians all over the world would feel themselves not as a diaspora or as persons of Ukrainian origin, but as people of "Ukrainian citizenship".

Context. According to Article 4 of the Constitution of Ukraine, there is a single citizenship in Ukraine. Article 2 of the Law "On Citizenship of Ukraine" provides that if a citizen of Ukraine has acquired citizenship of another state, then in legal relations with Ukraine he or she is recognized only as a citizen of Ukraine. If a foreigner has acquired the citizenship of Ukraine, then in legal relations with Ukraine he or she is recognized only as a citizen of Ukraine. At the same time, according to paragraph 1 of Article 19 of the Law on Citizenship, the voluntary acquisition by a citizen of Ukraine of citizenship of another state, if at the time of such acquisition he or she has reached the age of majority, is the basis for the loss of Ukrainian citizenship.

In September, while in the United States, Zelenskyy promised the Ukrainian society in New York ‘to realize the idea of dual citizenship, in particular, for Ukrainians in America."
