The U.S. State Department urged Congress to approve funding for Ukraine as part of the new budget as soon as possible. The State Department Spokesperson, Matthew Miller, said this during a press briefing on December 4, 2023.
"We’re absolutely concerned that the level of funding has expired. Over 97% of these have already been exhausted. That’s why the Secretary joins the President and others in the administration in urging Congress to act as quickly as possible," said Miller.
He added that the problem with funding Ukraine is closely tied to the battlefield situation.
"The Ukrainian forces are fighting against a very entrenched Russian military. We’ve seen them male progress. The progress has been difficult, but we have seen them continue to make progress. When we were in Brussels last week, we spoke directly with the foreign minister of Ukraine about this matter," the spokesperson said.
Miller refused to comment on delays in the delivery of long-range rockets to Ukraine and reiterated that "any decisions about weapons are a question for the Pentagon".
In May, the State Department approved the delivery of surface-to-air NASAMS missiles to Ukraine.
Congress has already passed a stopgap bill on government funding, which doesn’t provide for aid to Ukraine.
