IQOS, Glo, and vapes are under threat: Rada supports advertising ban

The Verkhovna Rada has adopted as a basis a law prohibiting advertising of electronic cigarettes. This decision was supported by 284 deputies.

The draft law provides for an advertising ban on tobacco products, marks for goods and services. The ban also applies to electronic cigarettes, liquids for such devices and marks for goods that produce electronic cigarettes and liquids.

In particular, the parliamentary committee proposed adding tobacco products for electric heating and devices for the consumption of such products to the list of prohibited for advertising.

Also, for the second reading, the imposing of administrative liability for violating legislation on the regulation of the electronic cigarettes circulation, liquids for them, and products for tobacco electric heating will be considered.

Context. On July 27, 2020, the Cabinet of Ministers adopted a resolution that obliges the State Tax Service to administer the excise tax levied on e-liquids (vapes) and to license the activities for their production.

In particular, Philip Morris Ukraine in 2020 opposed the increase in the tax on heated tobacco product (HTP) by 320%. The company also threatened to stop investments in Ukraine.
