President Volodymyr Zelenskyy proposed the Verkhovna Rada to codify the status of the English language as a language of international communication in Ukraine. The relevant draft law No. 9432 was submitted on June 28.
"The English language is the language of international conferences and sports competitions, the language of communication in the international scientific community, and the leading Over 1.5 million people globally are currently studying English," Zelenskyy wrote in the explanatory note.
He also argued that English should be granted a new status in Ukraine due to the country’s aspirations for integration into the European Union.
According to him, despite having the EU candidate status, Ukraine is still separated from the Union by the language barrier.
"Transforming the status of the English language in Ukraine is a necessity and a strategic step towards our country’s full membership in the EU since English proficiency is a key competence given the change brought by globalization," the note says.
The proposed bill lists the categories of officials required to know English.
This requirement is proposed to be applied to candidates for the following positions:
- category A civil service;
- category B and C civil service — the list of positions is established by the Cabinet of Ministers of Ukraine;
- heads of local state administrations, their first deputies, and deputies;
- military officers serving on a contract basis, the list of which is established by the Cabinet of Ministers of Ukraine;
- middle- and senior-level police officers of the National Police of Ukraine, senior positions of other law enforcement agencies, senior positions of the civil protection service, the list of which is established by the Cabinet of Ministers of Ukraine;
- prosecutors;
- officers in tax and customs authorities, the list of which is established by the Cabinet of Ministers of Ukraine;
- heads of economic entities of the state sector of the economy, the list of which is established by the Cabinet of Ministers of Ukraine.
