Ukrainian Power Bridge Company Limited (UPBCL, a consortium of Westinghouse Electric Sweden AB, Polenergia International S.àr.l. and EDF Trading Limited) has been named the winner of a competition to select a private partner for the Ukraine-EU Energy Bridge Project, according to information in the protocol of the commission conducting the competition, as reported by the Kyiv-based Interfax-Ukraine news agency.
Some 11 persons voted to name UPBCL winner, with one person abstaining. No one voted against. Grounds for the decision are as follows: the bid submitted by the consortium met the requirements of the competition documents and earned 182.9 points.
According to information in the text of the protocol, the expected deadline proposed by the consortium to complete work on the program for the development of the interstate power grids and related infrastructure, which will transfer power output from Unit 2 of the Khmelnytsky Nuclear Power Plant (NPP) to EU countries, is 13 quarters from the start of work.
The proposed preliminary indicator of the increase in electric power production based on the results of the NPP efficiency improvement programs and capacity building is 3.2 TWh. The expected term for the implementation of the programs is 28 quarters from the moment when the fulfillment of obligations begins.
The expected volume of investments in the interstate power grids is EUR 47.7 million, in raising the NPP efficiency – EUR 108.6 million and in capacity building – EUR 87.2 million.
The start date of negotiations with the winner and that the official authorized to conduct them, Oleh Korikov, Director of the Energy and Coal Industry Ministry's Nuclear Energy and Atomic Industry Department, is September 2, 2019.
In June 2019, the Ministry of Energy and Coal Industry announced that UPBCL was the only bidder in the competition to determine a private partner for the implementation of the energy bridge project.
The Ukraine-EU Energy Bridge provides the supply of energy from Khmelnytsky NPP's Unit 2 to the EU energy system, by incorporating the 750 kV Khmelnytsky NPP-Rzeszow (Poland) power transmission line into the Energy Bridge. It is the first state-private partnership, which foresees integration of the unified energy system of Ukraine with European energy system.
