A Kyiv district court has granted the National Police of Ukraine the right of access to things and documents of structural units of Kyiv's City State Administration (KCSA), granting permission to seize original materials. This is stated in a ruling by Kyiv's Holosiyivsky district court.
Context:
The criminal proceedings relate to the construction of a section of Kyiv's Velyka Okruzhna highway (Grand Ring Road) along Rokossovsky Street to Bohatyrska St. Investigative materials say the estimated cost of the construction agreement was UAH 375.6 million. Eco-Bud-Trade LLC won the respective tender, as the price was lowered to UAH 325.914 million amid bidding.
Soon after, KCSA issued a new order to adjust the blueprints, after which the price of the 1.8-kilometer-long section increased to UAH 1.125 billion.
The construction site was examined as part of the pretrial investigation. It was established that no construction work or any related preparations have been conducted yet.
Eco-Bud-Trade was founded in 2014. The head is Serhiy Drach, who is the first deputy head of the State Architectural Inspection. He previously headed the supervisory board of Kyivhorstriy. The ultimate beneficiaries are Maksym Polovko and Yevhen Rastorhuev.
Polovko is associated with companies close to the deputy head of the KCSA Vyacheslav Nepop and the former head of the Department of Construction and Housing of the KCSA Mykhailo Holiytsa (also an ex-director of Kievgorstroy).
