Biography
Born on November 22, 1960 in Kryvyi Rih, Dnipropetrovsk region.
Education: Tyumen Civil Engineering Institute, Higher School of the KGB in Kyiv.

Career
In 1984-1986, he worked as a foreman of the Kremenchugrudstroy trust.
In 1987, he was a foreman of the repair and construction department of Poltava GOK.
In 1987-1993, he served in a KGB unit of Support for the economy, later — the SBU. Has is ranked reserve lieutenant colonel.
In 1993-1994, he was the head of the marketing department, vice-president for marketing and economics of construction concern Inkomstroy.
In 1995-2006, he was Deputy Chairman of the Board, Head of the Association of Cities in Poltava Region.
In 1998-2000, he was a member of the Coordination Council on Local Self-Government Issues under President Leonid Kuchma.
In 2007, he headed the Ministry of Housing and Utilities in the government of Mykola Azarov, and held this position for seven months.
June 17 — November 16, 2010 - First Deputy Chairman of the Kyiv City State Administration. He replaced Anatoly Golubchenko in this position.
On November 6, 2010, by decree No. 1038/2010 of Viktor Yanukovych, Olexandr Popov was appointed to the post of Chairman of the Kyiv City State Administration.
On December 14, 2013, he was removed from office at the request of the Prosecutor General's Office after a group of students were beaten on the Maidan by Berkut members since the students allegedly prevented the Kyiv authorities from installing a New Year tree.
Since October 27, 2014, he is a co-founder of OFFER UA (EDRPOU 39459180). The authorized capital is UAH 1.5 million.
In 2016, the company's website stated that it was installing boilers of its own production. Unlike centralized heating, their boilers were cheap to operate.
Now, the company advertises its line of children's knitted clothing, other knitted products, as well as a large segment of outerwear.
The company also has partner factories that allow manufacturing a wide range of products: bed linen, military uniforms, and overalls.

Politics
In 1994, Oleksandr Popov won the election of the mayor of Komsomolsk (in 2016, the town was renamed Horishni Plavni) of the Poltava region. He stayed in this position until 2007.
'I won three election campaigns with a 90% result or even more votes,' Popov told reporters.

In the Rada of the 6th convocation, from December 2007 to March 2010, he was People's Deputy from the Party of Regions. He passed through the list of the party at number 97.
In 2019, he ran for the Rada as a self-nominated candidate for constituency No. 212 in the Darnytskyi district of Kyiv. He took third place with 8,600 votes. And the deputy mandate went to a member of Servant of the people Maxim Perebiynos — he got 31,000 votes.
In July 2020, Olexandr Popov told reporters that he was going to return to politics.
In 2019-2020, he appeared in sociological ratings as a candidate for mayor of Kyiv.
According to media reports, Popov will run for the elections from the party of Putin's godfather Viktor Medvedchuk "Opposition Platform — For Life".

Wealth
According to the 2012 declaration, Olexandr Popov owns two apartments (71 and 43 sq.m.). His family members have an apartment in Kyiv (86 sq.m.) and a land plot (529 sq.m.).
In the declaration, he also mentioned a Lexus ES car (2007) and a bank account with UAH 168,000.
The firm Ofer.Ua actively participates in tenders. One of the latest tenders it won was in August 2020. Popov will supply heat energy to the surgical and children's buildings of the intensive care hospital in Horishni Plavni.
In 2020, Popov and Myakinin became the co-founders of System Distribution LLC (EDRPOU code: 43724902), a company that works with wholesale of chemical products.
Myakinin and Popov are also partners in Partner Tex.
In 2015-2019, Myakinin was an assistant to the deputy of the Opposition Bloc Dmytro Piven in the Poltava Regional Council. Mr. Piven is a director of a garment factory TiKo LTD.
In 2017, in Horishni Plavni, the police discovered an underground workshop where fake Adidas suits were sewn. Local media reported that the premises belonged to TiKo LTD.
'During the pre-trial investigation, the police stated that the damage caused to Adidas AG due to the manufacture of counterfeit goods was UAH 2.25 million,' wrote poltava.to website.
Stanislav Golubov

Stanislav Golubov was born in Kryvyi Rih, Dnipropetrovsk region.
Whilst the head of the Kyiv City State Administration was Popov, Golubov headed the department of trade in Kyiv. He was controlling all MAFs (kiosks) of the capital.
In 2012, in an interview, Olexandr Popov said that his son was working as an engineer at Poltava GOK. In 2019, Kostyantyn Zhevago's mining company Ferrexpo AG (Switzerland) is the sole shareholder of Poltava GOK.
Until 2016, he worked as the head of the Kremenchuk customs post of the State Fiscal Service. Now, together with his brother and nephew, he is a co-founder of Offer.Ua firm.

Scandals
In 2010, Viktor Yanukovych, by his decree, removed Leonid Chernovetskiy from the post of head of the Kyiv City State Administration and appointed Popov. Therefore, he created a dual power in Kyiv, since according to the "Law on the Capital", this position could only be occupied by the mayor elected by the Kyiv citizens.
In order to "legalize" Popov, the Rada amended the law. Also, there were replaced all deputies of Chernovetsky, and some of them became targets of criminal cases.
According to the media, for the first time in 17 years, the post of head of the Kyiv City State Administration was taken by the mayor of Kyiv who was not elected.
"Dual power" in Kyiv lasted for almost two years: at first, Leonid Chernovetskiy went on vacation, but did not get back at work again.
'Yes, the mayor has certain functions, and he must fulfill them. And he fulfills them today. He signs documents,' Popov assured journalists in December 2011.

In March 2013, an abnormal snowfall hit Kyiv, it paralyzed traffic so people had to walk home or spend the night in traffic jams.
There were no public services on the streets though. Later, the official admitted that at that time he was in Vienna. He couldn't explain to reporters why the public services did not respond to the emergency.

Crime
Popov is accused in the case of the violent dispersal of activists on the Maidan in the evening of November 29, 2013.
'At about 23.00, the head of the Kyiv City State Administration called the chief of police in Kyiv and ordered to push back the protesters who stayed overnight at the Independence Monument. The police chief was against it. After that, the head of the Kyiv City State Administration handed over the phone to the Deputy Secretary of the National Security and Defense Council Vladimir Sivkovich, he persuaded to execute the order. And at about 2 am on November 30, Sivkovich and Popov came to the head of the Kyiv police to work, and persuaded him to push back the protesters using force,' stands in the register of court decisions.

Merits
Among his merits as the head of the Kyiv City State Administration, Popov listed the opening of five new metro stations, two museums and one library, the construction of road junctions, the launch of a city train, the repair of five schools and 30 kindergartens.
